That’s a toughy! There are afforable places in Lake Tahoe but it’s kinda of slim pickins. It’s a very expensive area to live in. You might want to decide which state you want to live in first, CA or NV since they both share the lake. The Nevada side seems to be the more expensive beause there are so many mansions, private areas, etc, but there are options. Perhaps try craigslist and see if you can come up with anything. The whole area is VERY animal friendly.
